In WH Space, expect that the hunters you are looking to bait are going to check the system's and player's killboard history. In light of this, while you can fit some tackle on bait ships, this means the bait ship ends up on the killmail which means the next hunters might spot that and not take the bait.

For some reason, the lowly sigil gets an insane passive shield tank. This fit with all relevant skills at V is nearly a 1k EHP/s omni tank. If you opt for T1 rigs, this drops to a bit over 800 EHP/s. Warp to a couple POCOs and back to station, acting like you're picking up PI.

Swap to Gas Harvesters if no ore belt is around. With the hardeners overheated and all relevant skills V, this is nearly 100k EHP omni or 87k EHP cold. Recommend overheating hardeners until backup arrives. Mining Drones would help sell the bait even more, but I'd avoid any offensive drones to stay off killmails.
You could bait in combat sites but that would depend on individual skills. In general you'd start with a ship capable of running the combat site and fit for maximum EHP, possibly with some tackle.
